The research is complex and examines the above-mentioned problems from several angles, namely: in the context of crisis management during a pandemic, in the context of human rights, etc. Also, we fully analyzed legislative changes that were made during a pandemic and their impact on human rights. The pandemic created an extraordinary situation and the need to make quick decisions made it difficult to strike fair and balanced conditions between human rights and health care interests. To establish a fair balance, together with the democratic development of the country, the stability and competence of the institutions were also decisive.<br />The pandemic has forced European countries to implement additional measures. Most of them have not declared a state of emergency and they faced the pandemic with ordinary regulations. The reason for declaring a state of emergency in Georgia was not COVID-19, the main reason was the lack of appropriate legal regulations. The right to protection of personal data, among many other rights, has been put at risk during the Covid-19 pandemic. A particularly large amount of personal data related to health status was being processed. Personal data was processed not only by state institutions but also by private companies (for example, during thermal screening). The work and teaching process moved to the online mode, which has led to the processing of a particularly large amount of personal data. To prevent the spread of the disease, several online applications have been created and the geolocation data of millions of people has been processed. Within the framework of the research, the analysis will be made on the legal basis of the restrictions introduced by the state in the conditions of the pandemic, which will help in the future to establish the response mechanisms of the states to solve similar emergencies in such a way as to exclude confusion, chaos and inconsistent actions in crisis conditions. Violence against women has become a special challenge. In terms of content, the Criminal Amendments and Criminal Legislative Interpretations introduced in this article after 2010 reflect the new development of Criminal Law in China. This article explains the main forms and features of these new development. It outlines the legislative measures to abolish the death penalty and to implement the criminal policy of "combining leniency and strictness". It explains the new measures in the protection of national security and national dignity and in the fighting against terrorism and corruption. A summary is given to the new provisions in terms of protecting information network, citizens’ personal information, social integrity and public order, environment, financial order, intellectual property rights, minors, traffic safety, the safety of food and drugs. In addition, the issues heatedly debated in theoretical and practical fields are introduced on the age of criminal responsibility for minors, the trend of Chinese criminal legislation, the establishment of criminal law provisions (criminal constitution), and the implementation of criminal law. Also its conception and target is to define interests with persons, institutions and the church property.<br>The concordat deals with the foreign and domestic matters which is the field of interests between the both parties.<br>The concordat with its contemporary meaning is the same as the constitutional agreemnet meaning the relations between the christian church and the state.<br>Based on the Georgian Constitution we have the freedom of belief meaning that this conception contains both the Georgia’s citizens and generally the persons interests belonging to any religious community.<br>The agreement between the state and church made caused some misunderstanding. This means obtaining such systematic knowledge, which is characterized by the ability of constant growth and renewal.<br>The article aims to study project-based teaching, as an effective approach to student-centred teaching and its role in achieving the goals of higher education, to reveal the extent to which lecturers in higher education institutions use modern teaching methods, their effectiveness, challenges and ways to solve them.<br>The following research methods are used in this article: a question-and-answer survey conducted in higher education institutions and quantitative and qualitative research methods.<br>The research results showed that the mentioned educational goal is still unachievable for higher education institutions. Observation of the educational process made it clear that the lecturers are either completely unable or partially able to use modern teaching methods. At the same time, they fail to ensure the promotion of a student-centred learning process. It involves the deliberate sharing of facts, insights and philosophies aimed at changing behavior and stimulating people to action. It is a form of persuasion in which there is an intentional, controlled transmission of one-sided information to the public through mass media. Therefore, mass media and propaganda are inseparable.<br>Propaganda is usually created by governments, but some forms of mass communication created by other powerful organizations can also be considered propaganda. In contrast to the unbiased delivery of information, propaganda, in its basic sense, is altered information primarily to influence an audience.<br>Mass media, as a system of dissemination and transmission of information to society, plays a major role in entertaining and informing people with the rules and values that correspond to their social structure.<br>Propaganda creates conflicts between different classes of society. In today's media-saturated society, the mass media is the main platform and outlet for propagandistic acts aimed at establishing the agenda introduced by the rulers.<br>Throughout the world, propaganda continues to flourish as one of the best means of managing citizens, and this practice is unlikely to cease in the future. The mentioned fact also emphasizes its importance for those entities of the business sector that are actively involved in procurement processes. Due to a number of reasons, public procurement is regulated by the relevant legal framework and regulations, which creates certain obstacles and hard-to-overcome barriers for the entities participating in it. The purpose of simplifying such processes is served by the "white list" produced by the State Procurement Agency - the register of qualified suppliers, where willing suppliers are registered after meeting the relevant<br>criteria. Nevertheless, for many subjects, the degree of awareness of the mentioned list and the interest to get into it are low. Moreover, there are negative opinions regarding the above-mentioned register, which must be considered for objective evaluations and for the development of adequate recommendations.
