THE IMPORTANCE OF THE "WHITE LIST" FOR ORGANIZATIONS PARTICIPATING IN STATE PROCUREMENT OF GEORGIA AND ITS RELEVANCE IN 2018-2022

Abstract

Every year, about a tenth of Georgia's GDP comes from state procurement. The mentioned fact also emphasizes its importance for those entities of the business sector that are actively involved in procurement processes. Due to a number of reasons, public procurement is regulated by the relevant legal framework and regulations, which creates certain obstacles and hard-to-overcome barriers for the entities participating in it. The purpose of simplifying such processes is served by the "white list" produced by the State Procurement Agency - the register of qualified suppliers, where willing suppliers are registered after meeting the relevant
criteria. Nevertheless, for many subjects, the degree of awareness of the mentioned list and the interest to get into it are low. Moreover, there are negative opinions regarding the above-mentioned register, which must be considered for objective evaluations and for the development of adequate recommendations. Therefore, the aim of the paper is to discuss the importance of the "white list" and evaluate its relevance in the last 5 years, for which a desk research was used.
